New member rules
The photo requirement is in the rules so that we know who someone is. We have a lot of members now and it can be hard to keep track. If there is a specific privacy concern with a particular member, I suggest that we discuss it and make an exception if necessary. --Guan (talk) 18:33, 28 September 2014 (UTC)

I've added a provision saying that members who are excluded under the proposed Rule 5 is entitled to be able to participate in the meeting in some way.
