Rules for elections

1. No stupid questions. (This has changed the outcome of Hack Manhattan elections.)
2. For alternative vote and STV elections:
   1. Print the full name of the candidate, in capital/upper-case letters, as listed on the wiki.
   2. Write each candidate's name on a separate line.
   3. Write candidates' names the the order of your preference, with your first preference on the first line.
3. Do not write anything except candidates' names on the ballot.
